Syntax: TOPO CREATE ZONE new_layer FROM old_layer offset [/STRIP] [/[NO]MERGE]

Creates a new POLYGON layer containing buffer zones (areas) around or inside elements from an existing layer. When creating buffer zones from a POLYGON layer, it is possible to specify a negative offset in which case the result is an inner zone (inside the original polygons). When specifying a positive offset, the result is a buffer zone around (outside) the original elements. This can be created from both POLYGON, LINE and POINT layers.
